This military Alice clip can be used to attach everyday-carry gear to your belt or vest.  It works by sliding the back gate up to the open position, attaching it to your gear and then sliding it on to the belt or vest in your designated spot.  You then close the gate and your gear is secure until you decide to remove or relocate it's position.  It is black anodized for the subdued look as well as corrosion resistant.

About A.L.I.C.E. (* extracted from wiki and www.olive-drab.com)
The All-Purpose Lightweight Individual Carrying Equipment [ALICE] system, was adopted as United States Army Standard A on 17 January 1973.  ALICE was made up of components for two types of load: the "fighting load" and the "existence load".  The ALICE system was designed for use in all environments, whether hot, temperate, cold-wet or even cold-dry arctic conditions.  It replaced all prior systems for both the U.S. Army and Marine Corps, including the M1956 Lightweight Load-Carrying Equipment [LCE] and the M1967 Individual Load-Carrying Equipment [MLCE].  The goal of the individual equipment portion of this design project was to develop a lightweight load-carrying system in an effort to lighten a combat soldier's overall load.

The formal Development Acceptance (DEVA) review[14] on the LINCLOE LCE was held at Natick Laboratories on 17 January 1973, as classified as Standard A.  The individual equipment system was given the designation M-1972 Lightweight Load-Carrying Equipment [LLCE].  After the initial contracts had been issued the individual equipment system was re-designated All-Purpose Lightweight Individual Carrying Equipment [ALICE] and the use of year-model designations officially ceased.

The ALICE system retains the concept of separate fighting and existence loads that was refined in the mid-1950s during the development of the M-1956 Load-Carrying Equipment [LCE]. The most important point in the fighting and existence loads concept is that an infantry rifleman should carry only the items necessary to complete the immediate mission at hand.  Normally these items are carried on the individual equipment belt and individual equipment belt suspenders.

The typical individual existence load consists of items other than those in the individual fighting load which are required to sustain or protect the infantry rifleman, which may be necessary for the infantry rifleman's increased personal and environmental protection, and which the infantry rifleman normally would not carry.  The fighting load is the minimum needed by a combat soldier who has to be able to move quickly and with agility. It is anchored by the Individual Equipment Belt, successor to the Utility Belt of the two World Wars. The Individual Equipment Belt Suspenders attach to the belt with snap hooks and shift the load to the shoulders. The suspenders allow many other attachment points for additional gear.

The ALICE Individual Equipment Belt LC-1 used the slide fastener "keepers" for attached equipment such as the canteen, first aid pouch, or intrenching tool, keepers that came into use with the M-1956 series of equipment. The keepers replaced the old-style M1910 wire hooks for all attachments.

The ALICE system has been phased out of all active, reserve, and Advanced Individual Training units in the United States Army. Most Basic Training units use either the standard ALICE LC-1 system or a Load Bearing Vest with canteen pouches and the belt. ALICE was succeeded by Generation I MOLLE equipment.  U.S. Marines use ALICE for training, deployed units use new MOLLE and ILBE systems.
